It could be the server is spinning down the application pool for that site. Generally, IIS will turn off app pools that are not in use after a certain amount of time. Then when the site is accessed, it has to recompile the pages to spin up the application pool. I have seen times where this happens for each page on the first access. Is it doing it consistently (if you refresh, does it take 15 seconds to load?) Who is your hosting plan? If it's GoDaddy, they are notoriously slow in this way.
